You've configured OSPF on both routers. `show ip ospf neighbor` on R1 shows no neighbors. `show ip ospf neighbor` on R2 shows R1 in INIT state. Both routers have OSPF enabled on the connecting interface with matching area IDs. Where do you look next?
INIT state is one-sided — R2 receives R1's Hellos but R1 doesn't receive R2's. That's a one-way communication problem. Nine times out of ten it's a firewall or ACL blocking UDP 224.0.0.5 (OSPF multicast) in one direction. Ten times out of ten, you can confirm it in five seconds.
| Symptom | Likely cause | First check |
|---|---|---|
| No neighbors at all | OSPF not enabled, wrong area, ACL blocking multicast | show ip ospf interface |
| Neighbor in INIT | One-way communication — ACL, firewall, or cable issue | show ip ospf interface on both sides |
| Stuck in EXSTART/EXCHANGE | MTU mismatch | show interface | include MTU |
| Stuck in 2-WAY | DR/BDR election — non-DR/BDR stay at 2-WAY | Normal on broadcast — check `show ip ospf neighbor detail` |
| Neighbor flaps | Unstable link, authentication mismatch, or timer mismatch | show logging for OSPF messages |
| Neighbor forms but routes missing | Passive interface, wrong area, or filtering | show ip route ospf, show ip ospf interface |
The key lines are `State is FULL`, `Options is 0x52 in Hello`, and the Dead timer. If State isn't FULL and the neighbor is important, the state tells you which phase failed — INIT (one-way issue), ExStart (MTU), Exchange (LSA exchange issue), Loading (LSDB issues).
`debug ip ospf adj` and `debug ip ospf hello` produce enormous log volume in production. Never run them on a busy router without understanding the impact — you can CPU-lock the device. Use `debug ip ospf events` first, and always `undebug all` or `no debug all` when done. Better: use `show ip ospf statistics` and `show logging` first.
